In simple terms, if you have a stars and stripes texture you can make it shiny by playing with the specularity in Poser.  The Alt_Specular node is useful for this sort of thing and gives you several options to try out.

Thing is, the underlying texture pattern (stars and stripes, in this case) isn't particularly important to the effect.  Get the effect right and you can add any pattern you like.

Take a look at some of BagginsBill's posts for shiny and metallic stuff and apply that technique.  Ten minutes in Photoshop will give you the pattern to go with it.
