That is ice falling from an airplace when it puts the deicer boots on.
These boots inflate, breaking the ice on the leading edge of the wings in small pieces and then they fall to earth.The color can come from the anti ice fluids used.
No big deal.
Clear blue gel. Not any kind of ice I ever heard of. They don't appear to melt, either. I thought Ethylene Glycol would melt and/or evaporate anyhow. Since a nearby Uni hasn't been able to identify 'em I think the idea of ice can be ruled out, too.
