Nice test! Displacement is the right choice here. I know you can split two displacement functions using a math node. Say, one for positive and one for negative displacement. Bump can carry a third surface effect..
But to help your question, I think normal maps are a done deal and not changeable. Bumpmaps can be dialed up or down.
