Try posing your character first, then add the apron and conform.  If that doesn't alleviate the problem you may need to apply magnets for the final adjustments.  It might be better to drape the apron as dynamic clothing, but that is not a guarantee you will get an exact fit.  Everything depends on the mesh construct of the apron.
