Poser 9 content arrangement (main runtime) was changed to respect the fact that with Vista or Windows 7 UAC enabled, programs are not allowed to poke stuff into Program Files. The reason is: the same behavior (poking into program files) is what a virus does.
I can't really tell you what to do unless I know what OS you have, and which main runtime location choice you made at install time.
If you took the default, your main runtime is split. Program stuff (scripts, software libraries - dangerous things to modify) are still in the runtime found inside of your Poser program folder, below where the executable is kept. That is not where content goes. If you put content there, Windows will move it to a safer place and not let you put it where you said to put it, and furthermore, Poser isn't looking there for content.
The main content runtime is, by default, located in "My Documents".
For me, in Poser Pro 2012 (same strategy) it is in:
C:/Users/Ted/Documents/Poser Pro 2012 Content
and not
C:/Program Files/Smith Micro/Poser Pro 2012
But here's my advice.
Don't put add-on content in your main runtime at all. Mixing your default content that you get with Poser and your add-on content makes things difficult. When you get to 50 GB of content you will be really sorry you did that.
Use external runtimes.
Renderosity forum reply notifications are wonky. If I read a follow-up in a thread, but I don't myself reply, then notifications no longer happen AT ALL on that thread. So if I seem to be ignoring a question, that's why. (Updated September 23, 2019)
