If you look in your Victoria 4 folder, you will see a runtime folder.  Your unzipped runtime folder should either go into the Victoria 4 folder which will appear automatically in Poser. Or you can create a new folder with a different name and add you unzipped runtime folder in there.  However, you must link that new folder to Poser.  Do you know how to do that?
