As to docking the Library (I assume you are using PP2012)...
Look down at the bottom of the library pane. At the bottom of the gray area, you will see a little bar commonly referred to as the "Klingon Horn." Click on it. The very first option you are given is "Always on Top." Check that box and click the horn again to close the controls. You can now park the Library wherever you want it, and it will stay in view.
Saving Poses: Make sure you have the character selected in the pose window. Go to Poses (2nd icon) and click on the main item at the top of the list. If you save here, the pose goes into the top level directory. If you select a folder under that list and open it up, then the pose is saved there.
Runtimes: What is the path to the runtime you are trying to add? What version of windows are you running?
