Well in that case, a pilot jumpsuit - there are a few around - should do, with a bit of Material tweaking.

 

Not exactly Prisoners, but this British show about kids with weird super powers doing public service for their crimes portrays the orange jumpsuits. (Yeah I love this show!)

I thought this item might be good as a dynamic cloth smart prop?

That's the route I was going down, badly probably, with my personal tinkering...
