Maybe you have this sorted by now, but ...
There are two "main" runtimes now, if you used the default installation option. One is for code - the other is for content. This is because of UAC - trying to help you keep things separated. Data and code should not be mixed, and code needs to be protected.
So you have repeatedly installed your DAZ stuff into the code runtime in the program files area. Not only is this not where Poser is looking for content, it also isn't even allowed and your files are being whisked away into the mysterious place called "Virtual Store" - never to be seen again.
Your problems have nothing whatsoever to do with Poser and its new library. It's the new Windows, and the old DAZ. The DAZ installer is trying to help you because it thinks you are stupid. It is the installer that is stupid. It's way out of date.
Sadly, the only solution is for you to learn what is happening and take over.
Stop trying to install to program files.
Personally, I would not install DAZ stuff in my SM content folder anyway, but if that's really where you want it to go then you have to trick the DAZ installer properly.
Either lie and say you're using Daz Studio, or put your fake poser.exe in the right place - in the Poser content runtime that's in your documents folder.
The new library SHOWS you its path - look at it. Hover over any folder - the full path is displayed. Unless you changed the display options.
Renderosity forum reply notifications are wonky. If I read a follow-up in a thread, but I don't myself reply, then notifications no longer happen AT ALL on that thread. So if I seem to be ignoring a question, that's why. (Updated September 23, 2019)
