heyas; its easy, really. you select your prop, open a hair library, and add the prop in. normally, the hair prop is parented to the head, but if i'm not mistaken, you can also parent it to the neck (with inherit bends on, long hair fits better this way). i'm not sure the hair library will accept props parented to anything else, but you never know. hair IS a smart prop, except you dont have to set the parent, it usually gloms onto the head automatically from the hair library ;) you might want to keep your hair as a smart prop rather than an hr2, however, since any 'hair' file you add to a figure will REPLACE any other hair you had there previously. so if your hair is a beard and you want a guy who has a beard AND hair, they both can't be hair files. one has to be a 'regular' smart prop.
