This was most likely the result of Windows UAC security/babysitter. The recent issue is with older installers simply not working. We Windows people are now in the same boat as Mac people when it comes to old installers.
Actually, the problem with old Mac installers is worse, because the only workaround for that is far more painful. This problem was easy to fix. Mac users have to run the Windows installer on a Windows machine, or use a VM. That means paying the Microsoft tax even if they have no other reason to go near it. They hate that...
FWIW, I do have a Tcl script now.
