CMS is the Content Management Service, which enables Smart Content and Categories for viewing content.  You can just view content as it appears on disk, the same way as Poser.

 

It does not "phone home" -- it's a database services which communicates with DS4 and Carrara 8.5 via local ports, same as most database services.  It only accesses local ports, not the internet.
