There is no protocol, just send a friend request. If for some reason you question if they might not be interested then send them a site mail first! :)

If they decline your request, or do not come on line often, then I would say wait until they respond to your site mail. Almost everyone here is very nice. So i would think your friend request will be accepted...  ;)
