Actually, DAZ Studio can be told to do all sorts of smoothing in all sorts of situations. There's a smoothing modifier applied to the dress in DAZ Studio that smoothes the dress based on how it's posed, but before drawing the preview (unlike Poser smoothing which can't be seen until the scene is rendered). Here's what the dress REALLY looks like if we turn off smoothing for it...

 

So, IMHO skirt and dress problems are caused by a number of factors - the quality (and density) of the mesh, especially in key areas, most importantly the quality of the rigging, and the fact that both may be lower than you'd expect because content creators have not had to do the extra work for DAZ Studio based customer - Studio smooths it out for them!

 

This can be an issue for any clothing - indeed, any conformer designed for Genesis. As time has gone on we've been finding that higher density meshes work better as conformers for Genesis as they can assume the underlying shapes more easily... but older content in particular could be prone to not being sufficiently refined for Poser.
