i would do the first one with a simple layer using a white airbrush set to about 30-50% opacity to build up the ropes of saliva. use layer transparency, the eraser tool, and multiple layers to build up the more opaque areas.
use a white single-pixel brush to draw in some sharp highlights for the wet look. pay attention to what direction your lighting is coming from for the highlights, and dont overdo it: just a handful of tiny white specks is enough to create a wet look - overdo it and it starts to look to much like an illustration.
