If you look at your setup you should be able to see some flaws already. The position of the bones versus the position of the geometry they control in this case automatically will require additional clean up to correct. Alternatively, you could repostion the bones from wtihin the setup room so that they better line up with the center of their corresponding body parts.
From there, you can return to the Pose room and then adjust the angles for the bones using the Joint Editor. While in the Joint Editor, you can also add fall offs for each bone (that's what the capsules and sphericals are). You may find you'll get better results in Poser Pro 2012, so you may want to use that for joint editing and weight map creation (a feature not in Poser 8). Lastly, understand that this will take some trial and error. It is the rare figure that works right from the start, so don't put too much pressure on yourself to get things working right away and don't be afraid to ask for help if you run into trouble.
