Ah, the headaches with eye pain are the worst. I've felt in the past like someone was trying to gouge my eye out with a spoon.
Don't cut the caffeine out completely or the headaches will get much worse! But cutting down gradually is likely to help.
Using phenobarbital for headache pain is like treating hunger by diving into a tub of chocolate pudding. Immediate relief, but not really a long term solution. I eventually ended up taking Midrin, and it was quite effective (though by that time, I hardly needed it any more because I had left the job that was causing me stress). But there are tons of different medications for headaches to try. Surely one of those many will help.
ETA: Interestingly enough, my most serious headaches may have been the result of working multiple 12-16 hour night shifts. Some people believe that sleep disorders can cause cluster headaches. Have you been evaluated for sleep problems, like sleep apnea?
