For just the basics on how use dynamic clothing, there are tutorials at Smith Micro.  PoserFashion.net has some free clothes that come with instructions, and so does svdl here in Renderosity free stuff.  I don't know what figure you're using, but with dynamic clothing, it's fairly easy to fit it to different figures.

As for turning conforming clothing into dynamic...it may or may not work, depending on how it was modeled.  PhilC has a tutorial here:

If you want to make your own dynamic clothes...that's a whole 'nother thing.  Though PhilC has some utilities that help with that.
