sbt.. have you found decimator yet?  i was cleaning out my old windows install directory and in my downloads i found the zip file that used to be the RC install of 4.5.  In that there are a bunch of files.. there's an install of decimator in it along with a few other tidbits.  if you still can't find decimator i can find a way to make the copy i got available to you
