Well you can't actually choose what scale Poser imports things at.

The only scale that Poser will import at is 100%. If you don't like 100%, then the only other option is to import at a "Percentage of standard figure size" (POSFS),  but a  POSFS is not a scale, it's an absolute size. The POSFS is based on the bounding box of a (possibly mythical) Poser figure.
