I think Winterclaw is a spy, and that "CHI, KC, MIN, NO, HOU, OAK, NE, TB, BAL, WAS, DAL, NYJ, SD, SF, ATL" is a secret code. There was a lot of this sort of thing going on in WW2 (World War 2, not Wardrobe Wizard 2). The letter groups probably refer to military units.
"Baltimore to beat Da Bears" is obviously a prediction of an imminent military engagement between Pakistan and Russia. Every one knows that the bear is a symbol of Russia, and that Balti is a Pakistani dish. It's like when Sir Charles Napier sent the telegram "Forgive me father, for I have sinned", actually referring to his conquest of the Indian province of Sindh.
