To get a dress on a different figure and not have to make the boobs huge, scale the dress the right size you want it to be over the figure you want it to be on (as well as you can), then export the dress (with nothing checked) and import it back in. It'll be scaled and ready to go. You can rename it something else and save it back to the library. Of course you'll need to redo the settings, so maybe jot those down before you export and reimport ;).
