Hip with no ik will simply move the body. It was preferred in early versions of Poser because the BODY actor did not save in poses. (its now optional)

IK on will lock the feet in place , the calf and thighs will adjust as the hip moves. You can tweak them if its distorted. (IK calculates a solution which may not be what you want, so move the thigh to fix it)

The only other option is to move the hip and then adjust the feet manually. That sucks if you are animating.
