Bump is the illusion of texture, so the effect doesn't show on the turning edges of the object, whereas displacement actually displaces the geometry at a micro poly level ...independent of the mesh resolution (displacement relys on the image maps resolution). it's possible to cast shadows with displacement.
Bump is really good for more fine detail effects like weaves, pores, grain... use displacement if you want more dramatic textural, second skin type effects.
