At the beginning, you said you tried Marvelous Designer to create the OBJ file.
Once you have the OBJ, you only need to rig it if you want to do conforming clothes.
You also mentioned that you want a CR2 file. That is a Poser format for rigged figures, both human and clothing.
In Poser you can create CR2 clothing with a handy tool from PhilC called OBJCR2.

Also, Poser has advantage of being able to have dynamic clothing that does not require rigging
