Subject: I dont know what software to use to creat clothes.

It is trivial design problem.  You could turn almost any full length dress to this.

I used Morphing Fantasy Dress ( a good all purpose design) and spent maybe 10 minutes on doing an Opacity map in GIMP

You should be able to do this using any 2D editor program
