Unless he wanted to make an action film about, say, rogue squadron or one of the other squadrons, but that would only appeal to a very limited audience, film-wise and they'd lose their asses. Dash Rendar would make for a cool storyline - the hero from Shadows - but again, without lightsabers and force users, people won't see it as part of star wars and the film will most likely bomb. I'd say leave stories like that to the novels and video games.
If they wanted to do a stand-alone film that didn't require trying to make Ford or Fisher look 30 years younger than they are (which with today's tech it really wouldn't be that difficult), then Shadows of the Empire would probably be the best one to go with, but even there you've still got dark jedi to contend with. Cause it aint star wars without sabers and the force.

Most of the talk that I am referring to was years ago. I know that all the novels that are put out are approved by Lucas. And you are right, it would be impossible to try to cash in on that. Those books have been around long enough that most avid followers almost know more about Star Wars then Lucas himself (kidding)...
And I am with you. Star Wars to me is the Jedi. I even wrote a story awhile back that had a very young Yoda, but I never finished it because I don't know enough about Star Wars to do it justice.
