It's government grant sites which are webmastered by the absolute worst government contractors. This is how the Internet was done in the '80s before WWW came into being. The government sites never made the switch-over very well. Plus, their data was never meant for us to use. Just a few professors here and there, who needed interns to do the browsing and downloading for them.
I imported the DEM file into Carrara 5.1 Pro using the Ground Control plugin (just used the defaults in the import dialogue box). It looked ok. Later versions of Carrara might do a better job (more detail, and less spiking).
