I think it's supposed to work the other way around...?  If permission to share is not given explicitly, then one is supposed to assume that sharing is forbidden.  

Legally... No, there has to be something in either the read me or TOS stating that you cannot share. Most read me's state for freebies state" that cannot be sold for profit or for use in commerical works" I asked a teacher of a local school about this because of a freebie that was hosted on my website that was not created by me but the site it was on was no longer there and I knew people wanted this freebie.
