Is the dress meant to be fully dynamic or a hybrid?

Full dynamics are basically props.  Make sure you don't have duplicate verts and all are welded.

Hybrid clothing is more difficult.  You still need to make sure there are no duplicates and proper welds.  Also look at the skeleton to make sure there aren't and bones below the hip.  What does the bunched mesh look like in wire frame?
