Safari and Chrome both use Webkit, so if it renders well on one, it'll 99% likely render well on the other.
The deays of 'OMG lookit all those version numbers!' is dying and/or dead. Only IE is still sticking with the discreet version upgrade paradigm these days. Everyone else gets latest/greatest version automatically unless they specifically choose (and set the system) not to.
mobile sites should be designed differently and parked on (ferinstance) m.renderosity.com - mobile formats are smaller, require bigger buttons (for the touchscreen) and need to account for both landscape and portrait modes. So yeah, by necessity the UX is gonna be different.
Nobody uses Opera anymore - screw 'em.
