By this, I assume you mean x,y,z translations (for both Body and Hip) are at 0, and I used the Joint Editor to Zero Rotations?
I did not choose Zero Figure, because that undoes all the figure's morphs and resizing. But I did zero everything else.
Then I add the clothing figure I want to fit to the scene. I scale it and move it to fit to the figure as best I can. I move it by adjusting the Hip translation dials. I scale it by scaling the entire figure (Body).
Quote - When you click the fitting room's "New" button the pop up window gives some options. Under Object you would select the clothing then if you have posed or morphed that in any way DO NOT select the "zero figure" option. The goal will be the figure. If it was already in its fully zero pose then selecting its "Zero figure" option in the fitting room will not make any difference. HOWEVER if you are fitting the clothing to a morphed figure then DO NOT select that option since if you do the fitting room will ignore the morphs.
Check - I did not zero either figure or clothing item.

Then I Create Figure. I unchecked the parts of the base figure the clothing figure would not conform to (chest, feet). I left Transfer morphs and Zero rotations checked, but not Autogroup.
Same result. Sigh.
