I don't think you can solve this with shading alone since shading only applies where there is a mesh. The bright outline in the mesh could possibly be done with an edge blend but the glow going beyond the mesh needs to be done either at a 2D level (in post) or else you have to provide a mesh to support it.
Maybe the art lens method of BB would work though i'm not sure how you would do the blur.
