You can't make hair groups span body parts. You will have to make at least one for each group or convert the shirt to dynamic, although I don't know how that would look with hair on it. I recomend using multiple groups then you can have the hair go in different directions using the the growth control. Or,if you are a glutton for punishment, you can have those set all the direction dials to zero and then use the styling tool to make them go in the dircetion you want. Also watch for faces on the inside of the sweater (sometimes added to give depth) don't select those.
