I suspect that it has to do with continual and multiplicative reuse. If I make an illustration with a model, it might go into a magazine or book and is used once, no matter how lasting the end product. If I make a package of clip art, several thousand people take the art and reuse it, and they in turn can make more clip art.... I have done clip art (Broderbund's PrintShop ages ago) as well as illustrations, and there is great pleasure in giving other people the tools with which to be creative.
