The water is not animated. Sorry to disappoint you. Doing that would require millions of polygons of geometry, with a load-unload geometry spinner. I do not want this product to go over 150,000 polygons if at all possible. That way you can add people to the scene and still have enough power on the average system to do a render and have good settings for a high quality render. Also if I did waves at say 15 frames a second I would get complaints like " how come I can't do a one minute movie with waves?!". Also as I am sure you are aware the waves breaking on the shoreline is way too complicated for Poser to handle well.
Maya, with the help of a water plugin like Real Flow would be the way to go for an effect like that.
Here is another look at the Snack Bar at a distance to give you an idea of the scale of this product. The snack bar is just above the bow of the boat on the left. You can also just see the life guard stand just in front of that. So as you can see this scene is very large. :-)
