I just checked both the Python and C++ based versions of RTEncoder on my Windows 7 64-bit system.  Both of them seem to run without problems.

Cage had some freebies, compatible with Poser 11 and below.  His Python scripts were saved at archive.org, along with the rest of the Morphography site, where they were hosted.
