The cr2 figure is sometimes used for hair when it has long parts like ponytails that can bend in a "jointed" way; or when it has a part that hangs down along the neck and back. Those parts might be set up so they conform to the human figure just like clothing. These movements could also be controlled by morphs, but they're a lot easier to deal with as conformers.
But the cr2 is useless when you want to use the hair on the wrong figure. If the CR2 was rigged to conform to Dawn, the hair won't work on any other figure.
The HR2 form (basically a smartprop) will work on any figure with some adjustment of scale and translation, but it won't follow the figure's bends.
If the hair doesn't go down the neck, then the HR2 is all you really need.
