After watching the tutorial video for  that first product (the actions), it seems to have embroidery brushes included that are used in the actions and are edited a crap ton. 

Watch the vid, around 0:43, s/he expands one of the actions and scrolls through it. It seems to have been a pretty massive process this person created the actions for.

It looks like the brushes are applied over the whole thing, effects are applied, more brushes, move that new layer slightly, more effects, rinse and repeat until you have that embroidered look.

If I knew/trusted that site, I'd gladly pay the $4 for that sucker (and quite possibly his Flour & Powder and Retro ones too).
