A few months back I had pretty much the same problem, only I hadn't updated to IE 11, and haven't allowed Win7 to update in a while either.
After trying various things I did several thurough virus scans on my system with MSE and MWB. After the 3rd or 4th consecutive MWB scan, quarantine and removal, the mouse started working just fine.
The problem is slowly returning but I'm thinking it might actually be just a warn-out mouse this time.
Anyway, you can try that and see. It does take a few thurough scans to get everything, I have discovered.
