Is the mouse USB? If so I ran into a similar issue on one of my workstations.
Windows update hosed the USB drivers.... Nothing worked as expected if plugged into usb.
For me it was an easy fix thou. I just removed all the usb devices form the device manager and rebooted it. After it reinstalled everything it worked fine again.
