I don't mess around with the Hierarcy Editor (or joint editor) much, but I think you've got to set up the chain first... ie, parent the parts in the order that you want them to be first, then select the end point, and THEN the button won't be greyed out... though I could be completely wrong, like I said, I don't use it much.
