As for photoshop when you take off the resample image (resizing the actual image) and start playing with dpi it simply changes the inches size and not the pixel size because its all related.  10" x 10" at 100 dpi is 1000x1000, change without resizing to 200dpi and it becomes 5" x 5" at 200dpi but is still 1000x1000
