Topaz Labs it's a stand alone app or a photoshop or irfanview plug.
can turn any picture/render in to that photoshop painting look that 3D-Mobster .jpgs have.
& a lot of other cool stuff.
Can't do inking thou.I've never seen a cgi filter inker that I liked.

zBrush has some cool shaders for some killer looks
& some shaders with lights ya can sorta get something like a inker.

never used ,but seen a lot of filter forge banners.
