Subject: So what's the best filter to convert a render in to a 2D painted look ?

The new Topaz filter "Impressions" might do what you want.

 I’ve been playing with the demo and the results don’t look too bad (less gimmicky) to me.

Being a bit spoiled I still prefer Corel Painter.
