I agree with others. I don't think it's a render.
The tell-tale fringe around the figure (and the poor and very different resolution of the background) shows that it's a crude cut-out from something with a different background. You can get a fringe from Poser renders, but they're never that thick. So if it is a render, it's probably not the "artist's" own work. But the anatomy of the elbows and shoulders doesn't look to me like any figures out there, and the hair definitely looks painted.
