May I suggest ... and I'm not being a jerk here, I'm really trying to help.  Go through the manual and the tutorials that come with PP2014, it will help you sooooo much.  Honestly.  The program is very user friendly once you understand its structure.  For a quick answer, "Parent to" is in the figure drop-down, then you follow the hierarchy to the head (for the hair).  "Conform to" is also in the figure drop-down menu.  But items in PP2014 can be dragged and dropped on the figure they are conformed to.  Be sure that the clothing item is made for Vicki 4 first, especially if you are a beginner.
