I'm looking for a tool which reverses the winding order on polygons that face the wrong way with respect to their immediate neighbors.

(emphasis added)      That is exactly what Silo's modify - unify normals does - in one shot.

     My first Poser version was 6, and the initial reason I got Silo was to fix normals of P4 models.  Models made in the P4 era often had randomly oriented normals, but with the release of P5, those flaws suddenly became visible.
