Pumeco, you need to look up vagrancy laws.

It has been illegal since the 1300's (1349 to be exact) to be unemployed or homeless in the UK.

Those laws are still there and enforceable............

In 1824, they were made even more strict, to remove people from public view.....

Seems you have a few hundred year head start on peeps on this side of the pond...........
