I don't know about this model's poly count. The Destroyed City one was a moderate poly count. Not as heavy as one of Stonemasons obj files but not low either. The textures took some work. In the case of the temple's water, I'd use one of Bagginsbill's water shaders (can be found on his site or The Node Cult thread under Poser in the RDNA fourms). I'm not sure what app he used to render the promos but it's possible he used DS3 (the model dates from that version) along with his Light Dome Pro and Mood Master 2.
